PURPOSE:

To ensure accessibility and flexibility in higher education by requiring all colleges and

universities that receive federal funding to offer remote learning options for every class,

thereby safeguarding the health and well-being of students who are immunocompromised

or have autoimmune diseases.

A BILL

Be it enacted by the Senate and House of Representatives of the United States of America

in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the "College Safety Act of [Year]."

SEC. 2. REMOTE LEARNING REQUIREMENT FOR COLLEGES AND UNIVERSITIES

RECEIVING FEDERAL FUNDING.

(a) In General.—Every institution of higher education that receives federal funding shall

provide remote learning options for every class offered by the institution, with the explicit

aim of protecting the health and well-being of students who are immunocompromised or

have autoimmune diseases.

(b) Definition.—For the purposes of this Act, "remote learning" shall refer to educational

instruction provided online or through other digital means, allowing students to participate

in classes from remote locations, thereby reducing their risk of exposure to infectious

diseases.

(c) Implementation.—Colleges and universities subject to this Act shall develop and

implement policies and procedures to ensure the availability and accessibility of remote

learning options for all students, regardless of their location or circumstances, with

particular attention to the needs of immunocompromised and autoimmune-affected

students.

(d) Reporting Requirement.—Each institution of higher education covered by this Act shall

submit an annual report to the Secretary of Education detailing its compliance with the

remote learning requirement outlined in subsection (a), including efforts made to

accommodate students with health concerns.

SEC. 3. PENALTIES FOR NON-COMPLIANCE.

(a) Reduction of Federal Funding.—Institutions of higher education found to be in violation

of the remote learning requirement specified in this Act may have their federal funding

reduced or withheld by the Secretary of Education, as deemed appropriate.

(b) Notification and Opportunity to Remedy.—Prior to any reduction or withholding of

federal funding, the Secretary of Education shall notify the institution of the violation and

provide an opportunity for the institution to remedy the non-compliance within a

reasonable timeframe, taking into account the health and safety of affected students.

SEC. 4. EFFECTIVE DATE.

This Act shall take effect 180 days after the date of its enactment.
